East Village Association The East Village Association (EVA) is a non-profit organization of residents, merchants, and property owners dedicated to promoting the renaissance of Downtown San Diego’s East Village neighborhood.

As the result of a resignation, there is an opening on the CCAC for a business representative for the Marina district. Interested applicants are requested to submit letters outlining qualifications to Associate Planner Brandon Nichols.
State budget situation described as “dire” by Senator Christine Kehoe Representative
Policy aide Deanna Spehn reported that the state will run out of funds by July 1 and is currently operating on emergency reserves. She was thanked for her appearance and encouraged to keep CCAC updated as conditions evolve.
City losing convention business due to lack of space
Newly-appointed Convention Center Task Force member Bill Sauls reported that the city is having to turn away groups wishing to hold conventions here. While there now appears to be enough hotel space, the convention center cannot accommodate the demand. Expansion plans are under serious consideration.
Downtown leash-free dog park being considered
Senior Planner Mark Caro reported on three potential downtown sites for a new leash-free dog park. The CCDC Real Estate Committee is recommending that sites on the west side also be considered.
Live entertainment at Nicky Rotten’s recommended for approval
A Conditional Use Permit was recommended for approval following tests that showed acceptable noise levels in neighboring structures.
CCAC gives nod to this year’s Street Scene
Promoter Rob Hagey outlined plans for this annual event scheduled for the weekend of August 28-29. There was unanimous approval by CCAC.
Affordable housing guidelines supported by CCAC
Associate Project Manager Eri Kameyama presented proposed affordable housing guidelines and priorities. CCAC voted unanimously to accept these guidelines with modification of a distance rule so that projects outside of Project Areas can be supported so long as they are within ¼ mile of a transit stop which provides direct routes to downtown.
Affordable housing project at 15th & Commercial supported with amendments
This project, which will entail demolition of the Bishop Maher Center and its replacement by a 12-story building with transitional beds for single men as well as a child day care center, was supported by CCAC by unanimous vote. The approval included support for development fees up to $7.3 million as well as a waiver of a pari passu requirement for disbursement of funds.
Ninth & Broadway affordable housing project approved by CCAC
This project was approved with 3 negative votes and included recommendations for utilization of a preferred design as well as a waiver of pari passu requirements.
Extension of Development Permit for Cosmopolitan Square supported
At the request of the developer, the CCAC voted unanimously to grant a full three-year extension of the development permit for this project. By doing so, the committee disagreed with the CCDC Real Estate Committee that had voted for only an 18 month extension. The recommendation included support for all appropriate building performance standards.
Amendments to CCAC by-laws presented
David Priver, chair of the CCAC Reorganization and By-Laws Sub-Committee, presented a series of five by-laws amendments. Of these, four, which dealt with more clear term definition, vacancy replacement voting, election dates, and posting of CCAC seat availability, were approved by unanimous vote. The fifth, which would redefine excused and unexcused meeting absences as well as spell out due process rights regarding expulsion, was tabled until the July meeting pending a legal opinion as to the amount of latitude which is permissible as regards to amendments of this magnitude.

Property owners in Little Italy fund EMAD through their property taxes. The maintenance crew, donned in red vests, serves the residents, property owners, and businesses in Little Italy through a variety of functions. Streets and sidewalks are cleaned and power washed, trash is collected, graffiti is removed. Street furniture appears every morning and is retrieved at night. Flowers and trees are watered.
If you notice an area that needs extra attention, or would like to report vandalism, illegal homeless encampments, streetlights that are out, or graffiti, call the Little Italy Association office at (619) 233-3898 during office hours, or the evening crew at (619) 818-2548.
